Mulhall Leisure Consultancy has over 25 years of experience in the sports, leisure and physical activity sectors working with Local Authorities, National Governing Bodies, Active Partnerships, Education, Charities and Trusts, Community Groups, Leisure Operators and Private Sector organisations.


Since 2017, Mulhall Leisure Consultancy has supported over 50 organisations through a variety of different services. Below we have highlighted these key offerings.

Feasibility studies

An early assessment of a project can benefit from a feasibility study which develops (at high level) the potential financial and operational solutions. 

Needs Assessments

As part of a feasibility study or sometimes separately, a report into the exact local needs for sport, leisure and physical activity is required. A needs assessment would include latent demand for specific activities and demographic profiling of the communities who might utilise them.

Sports Facility Assessments

Many organisations but in particularly local authorities should assess and audit their sports facilities on a regular basis. These assessments are often required to support planning permission applications for new developments. 

Tender Submission Support

Including method statement (bid) writing, development of interactive financial models and legal & commercial analysis.

Data Analysis

Refining large amounts of raw data into usable formats to inform decision making. Utilising dash boarding and intelligent report tools to make data easy to understand and available in real time.

Grant Funding Applications

Support can be provided to maximise the chances of securing funding for large and small scale grants or loans. Examples include Sport England CAF funding, Football Foundation, LTA, National Lottery, Power for Change and multiple other small local grant schemes.

Business Planning

Supporting organisations with sufficient research and benchmarking to make informed investment decisions about how best to move forward with their project. The business plan process is carried out in parallel to feasibility studies and option appraisals to ensure both operational and financial aspects are considered.

Physical Activity Strategy

The production of Physical Activity or Wellbeing strategies for organisations, groups or regional communities.

Support to organisations to review new business opportunities.

Options Appraisals

The provision of detailed financial and operational research that is collated to consider the various options within a potential project. The process includes highlighting a long list of ideas and use of sensitivity analysis to reduce this down to a short list of viable options.

Design Interpretation

The interpretation of design / operational input and critique for new leisure projects or commercial growth.

Mitigation Analysis

Including setting out cases for and against a proposed facility development using the planning principles of sport and recreation.

Stakeholder Engagement

Including the use of smart e-surveys to engage with Communities, Clubs, National Governing Bodies of Sport. Our e-surveys utilise the power of social media to ensure high levels of exposure and return rates.

Bid Team Training

Supporting individuals and teams in their development or bid projects, overall skillset or individual mentoring.
